Tiga keynote speaker yaitu Prof. Dr. Ir. Sigit Hardwinarto, M.Agr., , Drs. Alexander Rombonang, MMA, dan Prof. Dr. Susetyawan, SU, telah menyampaikan presentasi di depan forum Konferensi Nasional dan Kongres APSI II di Hotel Golden Tulip, Pontianak (27 Juli 2018).\u00a0<\/span><\/p>\n<p><!--more--><\/p>\n<h2><span style=\"font-weight: 400\">Gabungan Pengusaha Kelapa Sawit Indonesia [GAPKI])<\/span><\/h2>\n<p><span style=\"font-weight: 400\">Kegiatan dilanjutkan dengan acara diskusi lintas sektoral yang mengundang empat pembicara dari wakil pemerintah daerah, perusahaan dan akademisi. Pembicara yang diundang dalam diskusi adalah Ir. Mulyadi, M.Si. (Bappeda Kalimantan Barat), Ir. Mukti Sardjono, M.Sc.<\/span><\/p>\n<p><span style=\"font-weight: 400\">(Gabungan Pengusaha Kelapa Sawit Indonesia [GAPKI]), Dr. Herlan, M.Si. (FISIP UNTAN), dan Sunaji Zamroni, M.Si. (<\/span><i><span style=\"font-weight: 400\">Institute for Research and Empowerment <\/span><\/i><span style=\"font-weight: 400\">[IRE]). Diskusi ini dimoderatori oleh Drs. Pemerintah dirasa perlu untuk mengembangkan energi-energi alternatif dengan mengembangkan potensi sumber daya yang ada. Namun, ketika sumber daya alam tidak dikelola dengan bijak maka akan menyebabkan masalah. Semua bidang kehidupan akan terkena dampaknya. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Tidak hanya alam yang rusak tetapi juga sosial, budaya, ekonomi, politik dan lainnya. Oleh karena itu, Ir. Mulyadi, M.Si. mengatakan bahwa dalam proses perijinan, pemerintah perlu turun ke lapangan untuk melihat lebih dekat. Turun ke lapangan adalah hal yang mendasar. Pemerintah tidak akan memberikan rekomendasi perijinan kepada perusahaan sawit jika hanya melihat peta di atas meja. Pemerintah berharap perusahaan-perusahaan sawit harus memiliki tanggung jawab terhadap pembangunan masyarakat.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Ir. <a href=\"https:\/\/fisipuntan.org\/?s=Diskusi+Lintas+Sektor%3A+Kemana+Arah+Pembangunan+Perkebunan+Sawit%3F\">Mukti Sardjono<\/a>, M.Sc dari GAPKI membawa topik diskusi berjudul &#8220;Pengembangan Kelapa Sawit di Indonesia&#8221;. Melihat data yang disampaikan oleh pembicara, bisa dikatakan bahwa ketika berbicara perkebunan sawit maka tidak hanya bicara mengenai perusahaan tetapi perlu juga melihat perkebunan rakyat. Persentasi pengelolaan kelapa sawit di Indonesia adalah 40,59 % perkebunan rakyat dan 59,41 % perkebunan besar (BUMN dan perusahaan swasta). Sawit di tahun 2017 volume ekspor 31.05 juta ton. Devisa yang disumbangkan tahun 2017 adalah 22,97 Milyar USD (lebih dari 10 % anggaran APBN).<\/span><\/p>\n<h3><span style=\"font-weight: 400\">Produk minyak sawit<\/span><\/h3>\n<p><span style=\"font-weight: 400\">Produk minyak sawit adalah salah satu komoditas pertanian Indonesia yang mengalami surplus produksi. Bahkan 70% surplus produksi membawa indonesia menguasai pasar minyak nabati global dan Indonesia memperoleh penghasilan devisa cukup besar dari komoditas sawit. Terdapat lebih dari 5 juta tenaga kerja yang bergantung pada agribisnis kelapa sawit. Perkebunan sawit dianggap telah berkontribusi mendukung pengembangan daerah terpencil dan perbatasan. Indonesia dan Malaysia memproduksi lebih dari 86% produksi minyak sawit dunia. Pemanfaatan kelapa sawit bisa digunakan untuk berbagai produk sehari-hari sehingga banyak dibutuhkan oleh banyak industri. <\/span><\/p>\n<p><span style=\"font-weight: 400\"><a href=\"http:\/\/fisip.untan.ac.id\/wp-content\/uploads\/2018\/08\/IMG_0059.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-4441 alignright\" src=\"http:\/\/fisip.untan.ac.id\/wp-content\/uploads\/2018\/08\/IMG_0059.jpg\" alt=\"Diskusi Lintas Sektor: Kemana Arah Pembangunan Perkebunan Sawit?\" width=\"324\" height=\"216\" srcset=\"https:\/\/fisip.untan.ac.id\/wp-content\/uploads\/2018\/08\/IMG_0059.jpg 324w, https:\/\/fisip.untan.ac.id\/wp-content\/uploads\/2018\/08\/IMG_0059-300x200.jpg 300w\" sizes=\"auto, (max-width: 324px) 100vw, 324px\" \/><\/a>Di sisi lain GAPKI juga melihat ada isu-isu dalam pembangunan kelapa sawit diantaranya: isu kesehatan, deforestasi, terpinggirkannya masyarakat lokal, pekerja anak, pemanasan global, kebakaran dan sebagainya. Perusahaan konsen untuk turut andil dalam mengembangkan sektor sosial dan ekonomi pedesaan melalui penyerapan tenaga kerja, pembangunan jalan dan infra struktur, rumah makan dan sebagainya. Pemanfaatan dana <\/span><i><span style=\"font-weight: 400\">Corporate Social Responbility<\/span><\/i><span style=\"font-weight: 400\"> (CSR) perlu untuk memberdayakan masyarakat dengan pembinaan UKM, pendidikan, pelatihan, sarana prasarana umum, pelayanan kesehatan, dan bantuan korban bencana.<\/span><\/p>\n<h2>Konflik di sebab kan perkebunan sawit<\/h2>\n<p><span style=\"font-weight: 400\">Perkebunan sawit di Kalimantan juga membawa cerita tentang konflik. Dr. Herlan, M.Si. menjelaskan bahwa konflik banyak terjadi antara perusahaan kelapa sawit dengan masyarakat sekitar perusahaan. Persoalan batas tanah dan tumpang tindih lahan menjadi masalah yang sering terjadi. Pengadaan lahan perkebunan kerap tidak memperhatikan hak-hak masyarakat adat maupun masyarakat sekitarnya.<\/span><\/p>\n<h2><span style=\"font-weight: 400\">Penjelasan Sunaji Zamroni, M.Si.dari IRE. <\/span><\/h2>\n<p><span style=\"font-weight: 400\">Problem perkebunan kelapa sawit juga menjadi fokus dalam penjelasan Sunaji Zamroni, M.Si.dari IRE. Permasalahan terjadi ketika swasta semakin ekspansif menggelar skala \u00a0ekonomi sawit dengan membuka lahan-lahan baru. Begitu juga dengan masyarakat yang turut ekspansif lahan karena melihat sawit memiiki nilai ekonomi yang tinggi. Ekspansif ekonomi sawit semakit meningkat dari tahun ke tahun. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Terdapat kerentanan yang dialami oleh petani sawit masih tergantung sarana produksi kepada pihak lain. Petani sawit juga belum terorganisasi secara kuat sehingga rawan tidak berdaya ketika berhadapan dengan pihak yang memiliki otoritas dan kewenangan yang lebih dominan. Institusi \u00a0desa masih lemah dalam memfasilitasi, memproteksi, dan memberdayakan perkebunan sawit.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Penting untuk menguatkan organisasi petani sawit dan institusi pemerintah di tingkat desa, Perlu untuk pasar alternatif dengan mengembangkan Badan Usaha Milik Desa dengan bergerak usaha penjualan hasil produksi kelapa sawit. Harapannya bisa mengakomodasi hasil petani sawit.
