Pontianak, FISIP UNTAN<\/b>– Sigit Hardwinarto: Hutan dan Pembangunan Sosial Konferensi kembali berlanjut di hari kedua (Kamis, 24 Juli 2018) dengan adanya 3 keynote speaker dan 4 plenary narasumber. Prof. Dr. Ir. Sigit Hardwinarto, M.Agr. <\/span><\/p>\n

(Dirjen Planologi Kehutanan dan Tata Lingkungan) memulai sebagai keynote speaker 1 dengan materi presentasi \u201cDukungan Pembangunan Sosial untuk Tata Kelola Sumber Daya Alam yang Berkeadilan\u201d<\/span><\/p>\n

Pembahasan pembangunan sosial dengan Kementrian Kehutanan<\/h2>\n

Kementrian Lingkungan Hukum dan Kehutanan tidak bisa dilepaskan dari pembangunan sosial. Suistanable Development Goals<\/i> (SDGs) tidak akan tercapai tanpa ada pembangunan sosial. <\/span><\/p>\n

Daya dukung dan daya tampung lingkungan penting diperhatikan juga dalam pembangunan sosial. Hutan memiliki nilai strategis yaitu sebagai sumber plasma nutfah yang kaya keanekaragaman hayati, komponen penting dalam perubahan iklim dan pendukung pembangunan.<\/span><\/p>\n

Semakin banyak hutan yang lestari, lingkungan semakin baik. Point yang sangat ditekankan oleh Prof. Dr. Sigit Hardiwinarto<\/a>, M.Agr. dalam presentasinya adalah perlu menjaga keseimbangan antara kepentingan ekologi, sosial dan ekonomi.<\/span><\/p>\n

Program reformasi agraria semakin gencar karena berkaitan dengan tuntutan keadilan sosial. Dulu masyarakat sekitar hutan hanya menjadi penonton dan miskin. Sedangkan pembangunan mengalir deras ke Jawa.<\/span><\/p>\n

Usaha Pemerintah<\/h3>\n

Pemerintah berusaha untuk meningkatkan taraf hidup masyarakat terutama di sekitar hutan. Dari dulu sebagian besar masyarakat sekitar hutan hanya menjadi tenaga kerja. Saatnya masyarakat harus bisa mengembangkan sendiri dan swadaya. <\/span><\/p>\n

Pemerintah memiliki Nawa Cita Rencana Pembangunan Jangka Menengah Nasional 2015-2019 berkaitan dengan kawasan hutan diantaranya tersedianya sumber Tanah Obyek Reforma Agraria (TORA) dan terlaksananya redistribusi tanah dan legalisasi aset (teridentifikasi<\/span><\/p>\n

kawasan hutan yang akan dilepaskan sedikitnya sebanyak 4,1 juta ha); serta meningkatnya akses masyarakat untuk mengelola hutan melalui hutan kemasyarakatan, hutan desa, hutan tanaman rakyat, hutan adat dan hutan rakyat serta kemitraan seluas 12,7 juta ha.<\/span><\/p>\n

Penting edukasi masyarakat, mengentaskan kemiskinan, akses sumber daya alam yang berkelanjutan dan peibatan multi sektor. Kalau dulu ego sektoral sangat tinggi, terjebak pada tugasnya masing-masing sehingga sering terjadi masalah. Sekarang ada tuntutan kolaborasi multisektor.<\/span><\/p>\n

Di akhir pemaparan, Prof. Dr. Ir. Sigit Hardwinarto, M.Agr. menjelaskan bahwa:<\/span><\/p>\n

\u201cKehutanan sebagai \u201cbenteng provider lahan terakhir\u201d dalam menopang pembangunan sektor lain\u00a0 <\/span>berupaya membangun sinergitas rencana pengelolaan hutan guna mengimbangi dinamika laju pembangunan nasional\u00a0 <\/span>dengan tetap menjaga fungsi kawasan hutan sebagai sistem penyangga kehidupan. <\/i><\/span><\/p>\n

Kawasan hutan merupakan bagian integral dari Perencanaan Wilayah sehingga dapat diarahkan untuk menopang kebutuhan ruang untuk permukiman, pertanian, fasum dan fasos demi mewujudkan kemandirian Desa.<\/i><\/span><\/p>\n

Perubahan kawasan hutan untuk sektor non kehutanan harus dilakukan secara arif dengan penuh kehati-hatian agar tidak melebihi daya dukung dan daya tampung\u201d.<\/i><\/span><\/p>\n

Para peserta konferensi Nasional, Kongres II APSI beserta para undangan dari lembaga pemerintah serta komunitas di Kalimantan Barat nampak antusias memperhatikan pemaparan data-data dan penjelasan dari Prof. Dr. Ir. Sigit Hardwinarto, M.Agr.<\/span><\/p>\n
